The 2nd annual World Pensions & Investments (WPI) Forum was organised jointly by the World Pensions Council (WPC) and the Organisation for Economic Cooperation and Development (OECD) - it was held on 8-9 Feb. 2012 at the headquarters of the Society for the Encouragement of National Industry in Paris. M. Nicolas J. Firzli, Co-founder and Managing Director, WPC, and Head of Pension Research, French Society of Financial Analysts (SFAF) reviewed the meeting and the growing interest in infrastructure investment from pension funds.

Executives from Petkim Petrokimya Holding A.Ş. ("Petkim"), Petlim Limancılık A.Ş. (“Petlim”) which is 100% owned by Petkim and APM Terminals signed a Heads of Terms agreement which outlines key terms of a definitive agreement to be negotiated and signed between Petkim, Petlim and a to be incorporated Turkish affiliate of APM Terminals for the long-term operation of Petkim Port, located in Aliağa, near the city of Izmir on the Aegean Coast of Turkey.
USA, HOT/ Managed Lanes
North Carolina DOT has issued a Request for Qualifications (RFQ) for the I-77 HOT Lanes Project located in the Charlotte-Mecklunberg area. The RFQ seeks interested teams to submit their Statement of Qualifications to develop, design, build, finance, operate, and maintain HOT lanes along the I-77 corridor through a PPP. The project will involve the conversion of existing HOV lanes to HOT lanes, and the extension of HOT lanes along the I-77 corridor.

Barbara W. Reese, former Deputy Secretary of Transportation for Virginia and CFO of the Virginia Department of Transportation (VDOT), has been named a Principal Consultant in the strategic consulting group of Parsons Brinckerhoff, In her new position, Reese will advise clients on project development, financial planning and the execution of complex transactions, including public-private partnerships.
Infrastructure Funds, India
State-run IDBI Bank will launch the country's first infrastructure debt fund (IDF) to raise $5 billion for building roads, ports and airports. Such debt funds, announced in the budget 2011-12, can be floated through non-banking finance companies (NBFC) or as trusts. They were proposed two years ago by a panel led by HDFC chairman Deepak Parekh, which had suggested an initial corpus of 50,000 crore.

The California High-Speed Rail Authority has shortlisted five design-build teams in response to its first design-build project for the first segment of the California High-Speed Train System in California's Central Valley. The entire HSR route length is 800 miles from Sacramento to San Diego, with nine segments running through the Bay Area, Central Valley, Inland Empire, and Southern California. The train will travel at speeds up to 220 miles per hour with approximately 15 stops.
