Assured Guaranty recently provided a financial guarantee on a UK PFI bond issue, originally issued by Worcestershire Hospital SPC Plc in 1999 which raised £97.2m to finance the construction and operation of the Worcestershire Royal Hospital with Assured replacing the original guarantor Ambac. This is the first infrastructure bond transaction guaranteed in Europe since the onset of the global credit crisis - the question is - Is it a gamechanger for the monlines?
